Purpose
In recent years, against a background of diversifying lifestyles and values, such as an increase in the number of married couples working and lifestyle changes caused by the new coronavirus, in addition to the ongoing decline in population and aging society with fewer children, there is a need for flexible and speedy urban planning that can meet the needs of the community and the demands of the private sector. In light of the above, the City of Tokyo has decided to establish a new city planning office.
In light of this, the city has decided to relax the requirements for city planning proposals and promote the use of the system in order to receive ideas from citizens, businesses, and others who are most familiar with local attractions and issues, and to create a safe, secure, comfortable, vibrant, and attractive community on a regional basis.
Description
An ordinance will be enacted to reduce the area requirement for proposals from 0.1 ha to 0. 5 ha or more, which was previously set as 0.5 ha or more based on Article 15 of the City Planning Law Enforcement Ordinance, to 0.1 ha or more, the minimum stated in the proviso of the same article, to enable smaller-scale district-based proposals.

system that allows all urban planning proposals, except for city planning policies, to be made with the consent of certain land owners, etc.
Qualifications of Proposers
Land owners, etc., City Planning NPOs, etc., Urban Renaissance Agency, Local Housing Supply Corporation, etc.
Requirements for Proposals
The proposal must conform to Kobe City’s urban development policy.
・Obtain the consent of at least 2/3 of the landowners, etc. in the subject area.
・Areas of 0.5 ha or more in size (0.1 ha or more after the enactment of the ordinance)
