In October 2024, the Child Allowance Law will be revised to expand the system by (1) removing the income limit, (2) expanding eligibility to high school age children, and (3) increasing the allowance for the third child and thereafter. In order to receive the new allowance, you will need to apply for it.
1. Persons who need to apply (civil servants need to apply to their employers)
1) Those who are not currently receiving the allowance because they are above the maximum income limit:

3) Those who are raising three or more children, including college age children:
– Of those who need to apply, application information will be sent from July 31, 2024 to households with a child registered as a resident in Kobe City as of May 31, 2024.
Those who have never received the allowance in Kobe City or whose children are not registered in Kobe City (e.g., university students living in a boarding house outside the city) will not receive an application notice.
2. Start Date of Application
Thursday, August 1, 2024
*Application must be made by Thursday, October 31 to receive the first payment (December 10, 2024).
For those who apply after November, the payment will be made retroactive to October 2024 on or after February 2025.
Applications filed in April 2025 or later will be paid from the month following the application.
