Kobe City: Rokko Island City-owned Land Loan (Call for Project Proposals) 2025

Project Summary

The City of Kobe is inviting applications from businesses that will develop and operate their own sports and health facilities on city-owned land on Rokko Island in harmony and coordination with existing business and commercial facilities and the River Mall, while contributing to the revitalization of the local community.

If a proposal application is received for this project, an additional public call will be conducted to select a preferred bidder after reviewing the specific details of the project.

In the event that there are no applicants who meet the requirements, we intend to proceed with contracting procedures with the current operator (including cooperating operators) who wishes to continue utilizing the existing facilities.

Subject site (outdoor swimming pool facility, etc.)

• Location: 8-1-1, Naka, Koyo-cho, Higashinada-ku, Kobe ( Location map (PDF: 1,300KB) )
• Loan area: 24,174.7 square meters
• Use: Outdoor swimming pool facility and year-round sports and health facility
• Zoning: Commercial district (building-to-land ratio: 80%, floor-area ratio: 400%)

• Loan area: 3,966.3 square meters
• Use: Urban sports facility
• Zoning: Commercial zone (building-to-land ratio: 80%, floor-area ratio: 400%)

Loan conditions

• Loan method: Land lease contract (Civil Code Article 601)
• Contract term: 10 years (with possibility of renewal)
