Summary
When a Service Manager/Child Development Supervisor (Service Manager, etc.) is absent due to reasons beyond the provider’s control, and the provider wishes to deemphasize the position, it is necessary to submit an application to Kobe City prior to the assignment.
If Kobe City deems that there are unavoidable circumstances, a staff member of the business office who satisfies the work experience requirements for Service Managers, etc. may be deemed to be a Service Manager, etc. and assigned as a Service Manager, etc.
Requirements
In the case of a one-year application period
- The City is unable to assign a Service Manager due to unavoidable circumstances.
- There is no qualified Service Managers, etc. within the corporation.
- The person who is deemed to be assigned meets the work experience requirements for Service Managers, etc.
When the applicable period is 2 years
- The company is no longer able to assign Service Managers, etc. due to unavoidable circumstances.
- There are no qualified Service Managers, etc. within the corporation.
- The deemed assignee satisfies the work experience requirements for Service Managers, etc.
- The deemed staff member has been assigned to the business prior to the lack of a Service Manager, etc.
- The person assigned as a deemed staff member must have completed Basic Training for Service Managers, etc. and Initial Training for Consultation Support Workers (2 days).
- The deemed staff member has completed the practical training for persons responsible for service management, etc. and is expected to become a person responsible for service management, etc. at the facility where the application is filed.
Cases in which unavoidable circumstances are recognized
- When the Service Manager is unable to work due to sudden death, accident, sudden illness, etc.
- When the Service Manager suddenly resigns for personal reasons, etc.
Cases in which the circumstances are not recognized as unavoidable

Cases where the business can foresee that the Service Manager will be unable to be assigned.
Examples: Personnel changes within the corporation, maternity leave, the corporation recommends retirement, the Service Manager who retired repeatedly retires in a short period of time, etc. - When there has been a reasonable period of time (generally 30 days or more) since the resignation was announced.
Applicable period
Applicable start date: The date when the application documents reach Kobe City
Applicable end date: One or two years after the date when the Service Manager can no longer be assigned
Example: If the application documents reach February 10, the date when the Service Manager vacates is February 1, and the applicable period is one year
Applicable period: From February 10 to January 31 of the following year.
