Kobe City: Rokko Island Marine Park Redevelopment

As a symbolic green space representing Rokko Island, Marine Park constitutes part of City Hill, which surrounds the residential area from the seaside, and is a popular harbor green space that is used daily by local residents as a place for walking, running, and relaxing.
On the other hand, more than 30 years have passed since its opening, and the green space as a whole has deteriorated, causing flood damage when high tides occur. In addition, as part of efforts to revitalize Rokko Island, there is a need to utilize the waterfront space by redeveloping Marine Park.

The

following is an

overview of

the

basic study on the redevelopment of Marine Park. In addition to “improving disaster prevention functions,” the main functions of the park include a “sea fishing plaza,” “waterfront space,” and “grass plaza.

Based on the basic study, we conducted a questionnaire survey on the redevelopment of the Marine Park, the results of which are published below. Questionnaire at the Marine

Fishing Demonstration Experiment

• Date and time: May 3, 2022 (Tuesday, national holiday) – May 5, 2022 (Thursday, national holiday) 9:00 a.m. – 6:00 p.m.
• Purpose of survey: To understand and organize the demand for sea fishing, issues at the time of introduction, required functions, etc.
• Survey target: Participants in the sea fishing demonstration experiment, green space users
• Number of responses: 680 copies (total number of visitors over 3 days: approx. 1,100)

Main opinions

: ・Please give consideration to the scenery ・If it is closer than the sea fishing park, I would definitely like to use it even if there is a fee ・The back area is too narrow
・Please take measures against garbage
・It is easy to use because of good accessibility

Questionnaire for local residents

• Date: Monday, November 28, 2022 – Friday, December 16, 2022
• Purpose of survey: To solicit opinions on the Marine Park Redevelopment (Draft)
• Survey target: Rokko Island residents
• Number of responses: Approx. 550 copies

Main requests

: ・Renovation of restrooms (including cleaning enhancement)
・Installation of benches and awnings
・Installation of convenience stores, cafes, etc. (to attract visitors)
・Parking lot
・Use of old sea buses
・Maintenance consistent with walking courses, etc.

Opinions on each facility

Overview of the Implementation Plan (East Side)

Of the overall plan for the redevelopment of the Marine Park, a briefing was held on the plan for the east side, where construction work will begin ahead of schedule.

Construction on the west side is also scheduled to start following the east side.

Soundings

A

sounding survey is being conducted in order to receive suggestions and opinions regarding the management and operation of the Sea Fishing Plaza, which will be used to organize conditions for future management and operation and redevelopment.
