Pond No. 17 was created in the 1940s as an agricultural reservoir for the surrounding area, but its current needs are decreasing, so it was decided to develop 5.4 hectares, about two-thirds of the approximately 8 hectares of the park. The construction of the park began in the summer of 2019 and was originally scheduled to open in 2022, but due to delays in materials procurement due to the study of playground equipment and the effects of the new coronavirus, the park will open on April 29, 2023 (Saturday, national holiday)
