Role of the Kobe City Environmental Impact Assessment Panel in the Environmental Assessment Process
A project proponent who intends to implement a project above a certain size is required to go through the Environmental Assessment process in order to predict and assess the environmental impact of the project and consider appropriate environmental conservation measures. The Kobe City Environmental Impact Assessment Review Board is responsible for the environmental impact assessment of projects of a certain scale or larger.
The Kobe City Environmental Impact Assessment Board consists of experts in various fields such as air quality, noise, water quality, flora and fauna, global warming, etc., and investigates and deliberates impartially and scientifically on environmental assessments, etc., to be conducted by the project proponent.

If there are too many applicants, a drawing will be held. (The Board may be
partially closed to the public when deliberating on matters that include information deemed to fall under any of the items of Article 10 of the City’s Information Disclosure Ordinance or information on valuable plants and animals that would hinder the conservation of species and the preservation of a good environment if made public. 4.
