In April 2023, Kobe City designated two elementary schools and two junior high schools as model schools for implementing the “Grade (Team) Teacher System” in municipal schools.
Based on the results of a questionnaire survey conducted on the model schools, from April 2024, a total of 9 schools, including 5 new schools, will be designated as model implementation schools, and we will continue to improve, evaluate, and verify the initiatives.

Reference] “Grade (team) homeroom teacher system
This is a method of classroom management in which multiple teachers are in charge of student guidance, administrative work, etc. on a rotating basis, without a fixed homeroom teacher, with the following effects
- Students and their parents/guardians feel more secure because they have more teachers/staff with whom they can consult.
- Teachers and staff have more opportunities to notice changes in students and respond to them early and carefully.
- Increased transparency of educational activities and guidance, leading to the creation of a more open school.
